It's managed by a guy who runs his own small Fibre ISP, but people on all networks and providers can post on it. To his credit, he doesn't promote his own publicly, but he'll provide help and advice to everyone, and if you are looking to switch, you can message him privately. It's a very friendly, non-judgemental environment... But full of lots of \"regular folk\" who don't even know how to reboot their routers. :)",
