Ignoring someone is the crulest thing you can do, but unfortunately it's also something that's very easy for the other person to dismiss themselves. The only way to make sure your ignoring isn't ignored is if you explain to them that you are ignoring them and have a conversation with them so you can explain exactly why you are ignoring them. However at this point you aren't ignoring them anymore, defeating the whole point.
Me personally, I hate to rely on the luck that's required for ignoring people to actually hurt their feelings. That's why if I don't like someone, I'll go through all the extra effort of actually trying to understand them well enough to figure out what's wrong with them and hit them with a really cutting challenge.
Yes, unfortunately you have to give them attention for that to work, but at least it's very reliable. Assuming you are right about everything always like me of course, otherwise it could backfire unexpectedly and highlight a flaw of your own that you need to work on.
