Most school sysadmins don't implement things correctly and miss things. You can use a proxy website, startpage anonymous mode, write the IP instead of the link or boot with Linux and use a VPN.
Back then when I was in school we would add www before www and it worked. Once that was patched we would ping the website to get the IP and then use that. Once it was patched we'd use proxies and that never got patched. Library computers even had a timer, so we found a way to login into Admin mode.
Cat and mouse game is actually useful. Makes kids learn how things work.
