Granted, there are a lot of high value planetary science missions that have been pushed aside or delayed to cover existing cost overruns for MSR, and those should get the $300 million that they're threatening to shift to Artemis if MSR runs overbudget, which is pennies when compared to the 20+ year development arc of Artemis.
This is a key Decadal Survey requirement. If we can't commit to funding the robotic equivalent of a moonshot, what are we doing.
