Datacenter has identified the issue and is working to resolve it, however there is no ETA for repairs yet.
Datacenter has confirmed a network outage in both of their Washington regions, so I'm going to guess someone cut a fiber cable to upstream. No ETA on when NCTV/NCD Matrix or Poast's services will be back up but I'll post updates as I get them.
