Can someone explain why everyone keeps talking about South Korea in terms of strong institutions and safeguards?

Like, it's obviously very good parliament unanimously voted to overturn the bullshit declaration of martial law but I don't feel like it was because of any particular safeguards built into their democracy or institutions. The army and police were summoned to keep parliament out so they couldn't vote and they had to scale fences to get in

What if the president's party had actually supported him instead of going "this is some bullshit wtf"? And cops and military had been more loyal and emboldened in keeping people out of parliament as were their orders?

Sure looks to me like this coup failed because there wasn't any support for it from the military, political sphere, and common people, not because of any particular safeguards. I don't feel like that's comparable to other countries where the party and a large chunk of military and civilians *are* loyal to the fascists
