Customer data needs to be as toxic as nuclear waste in the USA. To the point where holding any cusomter data requires licenses, approvals, and massive fines per record stored; say $1 million per record as a floor. Any data breach should drive a company bankrupt and out of business.
Non-regulated companies don't need all this personal data. Regulated companies need similar massive fines and revocation of their license to operate until the audit/breach investigation is complete. Yes, this could be as long as a year.
The goal is to force actual, functional privacy enhancing technologies to protect customers as the default. Apply private, verifiable voting techniques to customer data.
And for further radical statements, abolish KYC/AML laws and regulations. These laws are about control, not stopping crime.
