I can only speculate (I listened to the video). In Germany, demos are allowed. They don't have to be authorised. They just have to be registered. After registration, before the start, the authorities sometimes impose conditions. This can affect the demo route, the location. Alcohol is often banned, sometimes megaphones. Criminal slogans have repeatedly been chanted unlawful slogans and anti-constitutional symbols have been displayed at Palestinian demonstrations. Therefore, for this particular demo, it was stipulated that speeches could only be made in certain languages.
The organisers had the opportunity to appeal to the administrative court before (or, as it was a permanent demonstration, even during) the demonstration so that Irish speeches would also be allowed. That would almost certainly have been allowed. But the organisers didn't even try. Now there are 3 possibilities: the organisers did not inform the Irish about the requirement. Or the Irish deliberately ignored the requirement. Or the Irish just happened to be at the location of the demo, but neither complied with the police's request to comply with the demo order nor - alternatively - leave the demo and walk 10 metres away.
