I think I've understood your question: this is what we call “HLE BIOS” (PPSSPP offers an HLE BIOS, unlike PCSX2 which requires the console BIOS).
I haven't fully tested Lime3DS, but I did note that it has HLE BIOS, so unless I'm mistaken, this emulator doesn't require an external BIOS ROM.
