Very true, but as this is problem that all countries face in some form there may be reasonable incentive for an international approach to implementing the basic/minimum compliance required.

On a UK level, a simple but crude carrot & stick approach would be to do something like mandate that those platforms which don't, won't or can't comply with the limited order, will be 100% blocked at DNS level by major UK ISPs for the duration of the order.
