High water marks for voting over the centuries occur just after some socio-political movement or another succeeds in gaining voting, land ownership, employment, etc rights. Then, within 10 years after that movement "succeeds", voter apathy returns. Historical analysis of voting record shows this. (suffragette, etc)

I wonder why 50%+ of the country, for 100s of years, always feels disenfranchised?
