Could it also reflect the explosion in non-graduate professional qualifications over the past couple of decades? When the ex-polytechnics decided to chase after redbrick degree subjects the huge training gap created was filled, and then some, by commercial providers and the professions, sometimes in competition, sometimes in concert. It's a more fragmented approach but with courses taking days rather than years it facilitates lifetime learning (though it's expensive).
