It's appeasement, on a scale that #europe and #nato are not likely to choose to be a party to.
Is Trump going to deploy tens of thousands of US troops to keep his appeasement peace? Highly unlikely. But legally, it's the US, not most of the rest of Europe, responsible for enforcing the Budapest Memorandum.
If I were France, Germany, etc., I'd make Trump pay for his "wall".
