Thanks to the invention of videoconferencing, it is not very common to send staff abroad for questioning. If, for some reason, an authority does not want to use videoconferencing, they can ask a foreign authority to conduct the questioning (a common agreement in legal assistance treaties), send someone (or use staff stationed abroad anyway, like the FBI does), or issue a guarantee of free departure after appearance (another common agreement in treaties).
