Do you insist that they find some new issues that the authors have to respond to? And how do you propose to spot reviews done by ChatGPT? Is the point just to increase the power and leverage of editors? If so, that's a move in exactly the wrong direction. We already have too many power imbalances and avenues for potential abuse of power: we don't need to add more, we need to get rid of some. More carrot, less stick.
