New "Delegation.Monster" release with full delegation support:

- responding to incoming delegate requests (creating of NIP-26 delegation tokens)

- creating internal delegations for managed identities

- event signing with managed identities either directly or (with delegation) "on behalf of" or with NIP-07

Implemented NIP-46 methods:

GET_PUBLIC_KEY (managed ids and NIP-07)
SIGN_EVENT (managed ids (directly or on behalf of) and NIP-07)
