*Usually* people only do steps 3/4. Unfortunately, it is entirely possible that your job puts you in a city where you just cannot make friends. I have lived in such cities, and they are miserable places. I have known people who have languished in such cities friendlessly and miserably for years - the worst of the cities for this I have known of is Dallas/Fort Worth, although many cities have this to some degree.

*Most* cities are there for a reason, and that reason creates a culture. Find out what your city's reason for existing is: if it's something you can embrace, then you should expect a good time.
