Building and bootstrapping a new DHT only for the sake of proving that a small one could be bootstrapped in modern times feels like more of a side quest or backup plan.
In the end, we can choose the best DHT that exists today at any sort of scale, as there may already be enough side quests and obstacles to proving public key domains are viable and useful.
If people will depend on public key domains, the rest will fall into place, even if Mainline decides to become hostile.
