I think if offline payments is needed, lightning is not what you are looking for.
Best I can think of, is a wallet software that allows you to transfer funds onchain to a wallet address, print that private key, and pass that private key to the next person in a piece of paper. But since you can't be sure they won't double spend it, we are back to square 1 because a trusted intermediary is needed, and we have reivented fiat/paper currency.
You are basically asking to solve the double spend problem, again, outside of Bitcoin. It might be possible, like time travel might be possible. Good luck.
