When you are on the path to be denied they “toll” the process, basically meaning pausing the 180 day clock. Most companies take the hint at that point and provide whatever additional work the FAA is asking for, or more effectively argue their case that it’s not necessary.
In theory you could instead reject the toll and demand a decision, which is quite a gamble. Rarely done, which is why denials are rare.
