Make it illegal to promote an app as "free" if the funding model involves making money out of people's use of that app. Even indirectly, eg by selling access to their eyeballs (or ears) or their data ("DataFarming"). An "app" can be a downloaded software, a network service, or both.
Apps must provide a brief but accurate summary of their funding model (or lack thereof) before enabling download or account creation, in language comprehensible to an average 13 year old.
