That's why I think it _has_ to be a machine. People will invariably follow the most popular people and then whine to them about the content. They will not follow someone less-popular -- especially if they personally don't like them or they controversial -- merely to enjoy better content.
This is a very important point because curators tend to be opinionated. Most people prefer people who are nice better, than people who are highly discerning.
Even if there is a human curator, they need to be hidden somehow behind the machine.
