Just because it is “This is the rule you must all follow, until we change our mind” doesn’t mean it isn’t, in effect, binding everyone to their arbitrary whim.
And as you point out, they change their minds! It isn’t even a unanimous interpretation. Court gets packed, shit rammed through their legislative bench all the time.
