Beware to calculate all power usage over time.
Some stuff is quicker but draws more current in that timeframe and hence are more efficient.

No Atmega if you go ultra low power.

Nordic has the Power profiler II which helps to measure.

Your want to duty cycle as aggressively as possible.

Consider energy harvesting depending on sensor and case.
Stm32 as suggested sounds good, to has usually good chips too. Breadboard prototyping will be hard tho.
