For a programming language to be Turing Complete, it must be able to compute every possible program that every other program can compute. That means that almost all programming languages are equally powerful. You can build everything in one that you can in another, including an operating system
Similarly a Turing Complete network is able to program anything that any other Turing Complete network can perform. Including a web operating system
