I think Wot might be something usefull at client level, on the relay side i thing it has to be cleaned by individual npub, not by Wot, each npub pays one time to be able to write to the relay, if they are scumbags they get banned, and all content deleted and they just lost their money, sure they can pay again for a new npub but they risk ban again.
