This is also currently true of Bitcoin. 99% of the world wouldnt be able to transact if that happened right now. Even Lightning doesn't scale without 100MB+ blocks.

FCMP upgrade that is planned to release this year enables L2 designs for Monero if that is your worry

The more people use Bitcoin the less possible this will become. As fees climb most users will lose the ability or economic viability to exit Lightning.
