I usually recommend older refurbished thinkpads, dell, or system76. For transitioning from windows look and feel a good visual os like Ubuntu or PopOS from system76 would work well. Both are easy installs following guidance on their respective sites for downloading and etching an image to a usb flash drive for the initial bootup.
