I spent many years in the police myself, and it was all training about the rights, wrongs, and discipline. There is no thought really about how old, gender, etc of a perpetrator. There is usually not enough time to process that. The training was so that you could process a decision quickly. Hesitation often meant there were no grounds to act.",
