Before a 1 sat transaction would cost you 1 sat plus the fee based on the size of the I/O. In other words, there was no way to inflate the size, it's always going to be based on the financial transaction itself. It would be impractical to flood the system.
With ordinals, you can still send that same 1 sat transaction, but consume 4 MB of block space. The size is not correlated with the financial transaction itself. It can be inflated and weaponized.
