the most common Facebook/Google customer is a small/medium business owner with a limited budget for advertising. he can't afford to show ads to everyone. to have any hope of being effective on a small budget, he has to target specific groups and Facebook/Google have some really good tools for narrowing that down. it works especially well for niche stuff, because it can be hard to figure out where to advertise to reach the right audience.
they keep tracking because it's really valuable to be able to show exactly the right ad to exactly the right person. it wastes less of everyone's time and money.
if somebody came up with a solution to this problem that works better than using tracking and managed to popularise it, i'm sure businesses would be happy to use it.
big business doesn't really need this kind of careful targeting. they can throw big money at broadcast-style advertising. they typically sell products with broad appeal anyway, so all they need is general exposure.
