I feel like "a vehicle death is a vehicle death" is fine enough, as long as that also holds to the prosecution.
Like, what's going to happen here is prosecution rates against cyclists are going to need to be 1000x higher than prosecution rates against drivers, or else no cyclist will ever be convicted of this.
