I worked in behavioral healthcare for about a decade. It was Medicaid-funded triage of symptoms through medications. Just enough to keep them from harming themselves or others, and ending up in jail or hospitalized (because that cost waaay more). Even the kids were getting 5 or 6 different meds at the same time. Therapists complained that they could barely start to build trust in the 10-12 sessions they were allowed.
