Streaming is confusing to broadcast executives because it's an entirely different model. In broadcast it was a three way war from 1952 to the advent of Fox. Even the four way battle was relatively simple. You programmed to win a specific time slot, and sometimes to take out the enemy's flagship. It was much more of a game, with victory defined as beating the other guys' shows.
With streaming you are no longer competing with two or three other network programs, you're competing with the entirety of available streaming, broadcast and cable space simultaneously. The viewer might watch your linear show at the appointed time, or he might binge The Sopranos again. A Star Trek fan could give your scifi offering a chance or go back to revisit TOS or TAS or TNG for the seventh time. And if he does that you will never know that you lost him. All you see is your own dwindling audience.
