The website seems to be sparse on details. Is there some place I can read about what mechanism forces commercial users to obtain a license, or who determines if a particular use is "commercial"?
As a simple example, if a group of friends runs a chat server and doesn't charge money, that's presumably non-commercial. If their friends chip in to help cover costs, does it then become a commercial use?
