Did you check to see if there were any PCIe cards in the machine? Also did you ensure that the drives installed were HPE? As far as I know any non HPE drive when plugged into the server (assuming you're using the raid card that came with it) will cause the server to crank up the fans. Hell, even non genuine HPE caddies will because there's a microchip on them (thank you so much HPE) as shown below.
