Nope the "mute" when people report is different from the mute of the spam trigger.

When people mute it shows a warning of all the people who muted and this people are the ones of your web of trust if not nothing happens.

The spam one happens automatically after 5 posts with the same message.

5+ posts that are exactly the same within the last 400 posts for the pubkey. The can delete the duplicated posts to get back into good standing.

You are free to disable the filter on the left menu. By default everyone that you don't follow and that posts 5+ times the exact same message gets labeled as a spammer. When they delete, they come back.
