It would not. BitTorrent is a file sharing peer to peer protocol whereas nostr is a peer to peer communication protocol. It would be more correct to say that astral.ninja is peer to peer. However I would not say it is a peer to peer website as a website is built on top of http (web stack) which is not considered strictly peer to peer nowadays because of centralized trust constraints regarding https certificates. However once the website has loaded, astral.ninja does connect to and communicate with relays using web sockets as per the nostr protocol spec and is in that sense is peer to peer. Decentralization is a spectrum :)
