Because I see people recommending it, sugar in gas tanks doesn't do shit. Sugar won't dissolve into gas, most of it will just sink to the bottom of the tank, and any that actually gets sucked into the intake will be filtered out by the fuel filter that car manufacturers have helpfully provided to keep particulate from clogging up engines. Besides, most people have locked tanks these days.
If you're looking to disable a vehicle, attack the tires. I'm not recommending you do this, understand; it's both illegal and likely to get you killed if you do it incorrectly. But unless you're talking about military vehicles (in which case you're screwed anyway) the fascist militia probably still drive cars with air-filled tires and sharp objects are plentiful.
