I would say its not an either/or - in the short term saving waste food & utilising to help the poor is a relatively good thing; in the longer term shifting towards a higher paid economy would alleviate the need.... but for the people needing food right now, structural change is the least of their (immediate) concerns.... of course, you might argue that ameliorative action precludes structural change, but that's an issue of political will IMO
