Yes, there are some open source photo tools, but they can't do decent raw conversion (which often depends on access to proprietary design info from the sensor vendor), and they lag behind commercial tools in other basic post-processing and editing functions.
I mostly use Capture One, which works well and is reasonably (enough) priced given its capabilities. But my concern isn't the price.
