I don't really understand why the reporting system works the way that it does on Mastodon. ​ "Forward to instance" should absolutely not be a user option, it should be an option reserved for the admin/moderation staff.

It makes it a lot more frustrating to stop users from abusing the reporting system, and will often just lead to me outright blocking reports from an instance because of a single bad report. My users are great with reporting and we've never sent a bad report out, but I've gotten an annoying amount of spammy or abusive reports coming in from bigger instances. ​
