funnily enough I solved 2 and 3 for our setup at work.

For time based schedules I extended kube-downscaler to understand PDBs. And for marking Pods for descheduling I added a label and a cronjob that deletes pods once it's past the timestamp in the label value.

Is perfect? Certainly not, but it works amazingly well.
