Also relays can also be available over TOR. Theres one on here
https://nostr-registry.netlify.app/ though it doesn't look like its working. Probably better if the more popular ones also have TOR address. You could even just post to TOR but for performance read from regular network. Though you'd have to be careful about the meta data the queries from whatever client you are using leak so maybe not best idea for the really paranoid.
