So, this idea on a smaller scale was to discourage investment in Cambridge (by buggering around with planning policies) so that the economy of Fenland, not that many miles up the road, would be boosted. Which we thought was nonsense, because if a business couldn't locate in Cambridge we thought it'd look at Poona, the Riviera, Silicon Valley, ect ect, loooong before it considered Fenland.
