That's the one--it's is read out of context far too often because of a poor chapter division. Someone dropped a '13' right in the middle of a thought--12:14-13:7 belong togther. At least IMO (I agree with VanDrunen).
A better meme would have been "Romans 13:1-7!" and then "Romans 12:14-13:7" 😅
