Hashtags could work, but in a fully open permissionless network like Nostr if they started becoming valuable then they'd overwhelmed with spam. I think we need more clear groups, with boundaries, where we could have moderators who are able to help manage them. But i think those groups need to be forkable, so if the moderators go bad, or just start making rules the members don't want, they can easily fork the group as a check on the moderator's power.
