Hell you could include bicycles in that. The heaier the vehicle the greater the road damage. Electric vecles because of their batteries would incur a larger fee, but they don't pay the petrol taxes. A bicycle , at 1/100 the weight of an SUV would be 1/100 the registration fee. I'd happily pay that",
