If a phone is unable to connect to its home network that could well happen - it would only be allowed to make SOS calls when roaming and not have any access to its carrier's voice-wifi gateway depending on how that's authenticated.
Not saying it's the case - just that with the very limited information in your post I can't rule it out. I've seen other posts claiming 911 can't be reached and if so it's not simply that the phone has connection not just to its own carrier.
