PGP does not provide any better mechanism to bootstrap trust than what we're already providing. We publish our signify public key across multiple platforms.
Our website supports DANE and you don't need to trust WebPKI to use it. You can retrieve the DANE TLSA pin with a DNSSEC verifying resolver and then pass it to curl with --pinnedpubkey, or use an HTTP client with DANE support.
